I must say that I am very impressed with all of the designs presented in the sandbox so far. Not only is it a great display of talent, but the dedication to spend so much time and effort is truly noteworthy.
I have not yet voted for any particular design, as my preferences would incorporate the features of many of the designs displayed. For example, I like the looks of Andromeda's design, the ground-level layout of Mr. Halberd's, and the space station by Dirjha.
Those of you who have heard me talk about it have heard my ideas, but I'll post them here anyway. What I would like to see:
Academy on the ground-level with an auditorium for meetings and classes. A separate library building or a building for both Library and Museum. Vendor space at ground level where visitors can find it and a recreation/tactical area (beach, park, caves, etc.). Maybe even Cadet Quarters in the form of barracks.
Division offices in space along with RP sets. The station and/or RP sets should include Crew Quarters that we can rent. I would love to live on a ship or station.
I try very hard to stay in character at all times when I am on the sim, not just during roleplay. So, if the RP set was a full ship or station, it could include everything like division offices, bridge, sickbay, Engineering, shuttle bays, and crew living quarters. How cool would that be?

Im glad you like my StarBase. I do too. When I think of Star Trek I think of space. I feel if we based ourselves more in space it would add to the RP feel of the Sim, and too we could finally have quarters on board. Before there really was no reason to ever leave the planet's surface. By putting most of the functions in space will encourage the use of shuttlecraft and transporters at the very least. The Station wont require that many more prims than a land HQ would, and will free up ground areas for RP spaces for Away Missions. (The forested area on my model) The walls in my model can be rearranged as necessary to make each Deck unique, and with 360 degrees of windows, very few will not have an office or a cabin without a spectacular view.

One of the primary things to keep in mind, along with maintaining an overall clean look with a low prim count, is space. The old building did one thing right with maintaining enough space so that there was little if any crosstalk between floors and rooms. Please bear this in mind as the designs are formulated.

You make a good point regarding crosstalk, and it should be addressed. While the old HQ building did a reasonable job of reducing crosstalk, the Science Building suffered from excessive crosstalk. It was sometimes quite distracting to try to write a weekly report, or a script, while the office 2 floors above above you or below you was having a meeting with many AVs expressing their ideas ...err...passionately.

I want to put in my 2 pence worth here on the Galaxy rebuild before any structure is commited and any design finalised, or at least voice some questions to demonstrate that these points have been considered, and if not that they should be.
First point is purely a personal view of mine on the design of the build and would have a great bearing on the internal layout and allocation of building space. This is a Star Trek sim and as such what I think the overal question for design should be "what does this sim tell me as a visitor about Star Trek". It's all very well having office space up the ying yang but a desk doesnt tell me anything about the races or ships or worlds of the Star Trek universe, I think a lot of space should be put aside for this. My suggestion for building distribution would be to have 4 different HQs, Starfleet Command, Starfleet Medical, Starfleet Science and Research and Starfleet Academy, the ground floor of each of these buildings would be dedicated to representing different elements of the Star Trek Universe, for example learn about the different races of the trek universe at Starfleet Medical and what is a Quantum Singularity at Starfleet Science. I would quite happily give up my desk space if it meant that people coming into the sim could learn about the Starfleet Universe through information terminals and other points of interest.
My other point on this project is the question, will we see a detailed final design layout for the construction? For example has thier been a total prim count allocated to the build, I have said to a couple of people that how can you possibly design something if you dont know what requirements for designing are; by that I dont mean the dream sheets that each division has entered (although that is part of it) but also prim counts, who will actually build the structure, how long it should take and who will texture it.
These are just some of the points that I think need to be considered or at least outlined better before any work begins in earnest to demonstrate to the group what to expect in the new build.
